Buy a 3950X if you want a 16 Core/32 threads CPU which will NOT sacrifice single core performance. The launch price was 829.fr. which is pretty good.
The retail box does not come with a cooler though, and one would have to source one externally.
Works right out of the box on an MSI x470 mobo with 7B79v1E BIOS supporting AGESA 1.0.0.4 and with Ubuntu Linux 18.04. With this BIOS one can also control the TDP of the chip up and down to achieve faster performance or more efficiency.
I did not test PCIE4.0 since I do not have any device which supports that.
The CPU is tuned by AMD to work out of the box and there is not a lot of OC or undervolting headroom. The CPU required 1.25V @ 4GHz speed to be completely stable.
You need a minimum of 3200MHz DRAM @ CL14 which is possible with modules with fast chips like Samsung B-Die or Hynix AFR / CJR. Since DRAM CLK drives the FCLK, 3600MHz RAM is recommended for maximum performance to run the FCLK at the maximum recommended speed (3600MHz).

Well, not cheap, but the performance is really excellent.
