Is there a difference in the lifespan of the "Gigabyte GeForce RTX 2080S Windforce OC (8GB)" and the "Gigabyte GeForce RTX 2080S Gaming OC (8GB)" and which card is more recommendable?

Both good cards. Gaming OC = performance, Windforce OC = low noise. In theory. In reality, differences are hardly noticeable, so I would confidently decide according to price.

Now that Gaming OC (on offer for 729) is cheaper, this is the "better" buy.

With my GPU, the fans are always at 100% as soon as they have to cool down. The temperature is constantly at 28°-30°C but the fans keep spinning. I can't solve the problem with MSI Afterburner or Aorus Engine. Does anyone have any ideas or can help me?
