If I have connected an Elitebook 840 G8 which is switched off. The battery is not charged during this time. Only when the notebook is switched on. Shouldn't the notebook also charge when it is switched off and connected?

works perfectly with my hp elitebook - even charging when switched off.

This product was a wrong decision for me. After many problems (like Bluetooth) I removed the docking station.
I don't have time for such things. The machine is on the shelf, forgotten !
