If it's the same case as me, after washing/boiling several times, the smell was coming exclusively plastic side of the lid, which is a bit trickier to clean. After soaking it a bit upside down and cleaning it, it got rid of the smell.
It should actually be this one, but I'm not 100% sure: https://www.ersatzteileshop.de/kleine-haushaltsgeraete/philips/wasserkocher/filter/philips-avance-collection-hd935990-1785600/996510080115-filter It's best to check whether the pictures match your filter and to be on the safe side, ask their customer service to make sure that the filter is really 100% compatible: verkauf@ersatzteileshop.de

The HD9359/94 comes with a Swiss plug, the HD9359/90 has a German plug and requires an adapter.
I think it's the same model, with different temperature options.
from my experience I think about 200ml
It goes up to 40 and then stops. Raising the water to 100 degrees beforehand would cause a huge waste of time in heating and cooling time and use energy unnecessarily. However, you can do this manually if you wish.
