Definitely not!
1. the "cooler" is intended for wine bottles, a 1.5l PET bottle probably has too large a diameter.
2. 1/3 of a wine bottle is already sticking out of the top and is not kept cool there.
3. as indicated above, this is not a cooler, but a cooling holder. So it only prevents the wine from warming up, which works just so-so-so with wine if you drink quickly.
4. the diameter is not large enough to include cooling elements.

Difficult to say... I only need it to keep the wine cool, with a pet bottle I don't know if it has the same effect.
