The cartridge must be returned to the place where it was purchased or to the campsite. It is not possible to reuse the cartridge to "fill it yourself".
No. The empty cartridge must be taken back by the seller. It does not belong in the scrap metal.
Fun Fact: The refilling of such gas cartridges is widespread in the USA and Canada. There are draconian penalties for transporting refilled cartridges in the USA: fines of up to 500,000 dollars and up to 5 years in prison.
