The World Republics Union, a new state, has now existed for half a year. Gerhard Halder becomes one of the early victims of the ruler Daniel Hohlfelder. Halder refuses to hand over his wealth to the state upon his retirement. Johann Gröll, an important minister, gets to know Halder during this time. The two very different men share a part of their history. Daniel Hohlfelder, the president of the World Republics Union, must fear for his power. An underground organization of unprecedented size is trying to make his life difficult. To make matters worse, his daughter also turns away from him after he attempted to have her boyfriend arrested. Meanwhile, Johann Gröll continues to fight against the president at the head of the underground. The atrocities committed by Hohlfelder are becoming increasingly severe.
