In the transition to a post-industrial society and within the framework of democratization movements, approaches and programs aimed at improving the situation of children and families have emerged in Western countries since the 1970s. Criticism of the one-sidedness of medical and interventionist approaches led to a variety of practices in the so-called early childhood sector. Historically, during this phase of development and pioneering, the action-oriented developmental psychology of Jean Piaget, as well as humanistic and systems-theoretical communication theories, were of great significance. In this context, Karlheinz Jetter's work on living and working with disabled and at-risk infants and toddlers was created.
