No, this is a real RAM bar, only with 0Mhz. Intended for when you install e.g. 2 8GB bars (Corsair Vengeance RGB PRO) to also occupy/illuminate the other 2 banks.
These are 2x 0 GB RAM bars. Let's say you have 4 RAM slots, but have only filled 2 so far. Now you think this looks stupid and you would like to fill the empty slots as well, but you don't need any additional RAM. Then these dummy bars are the right thing.
