No, but the adapter should work without it (at least all other HDMI to VGA adapters I have used do). I think it's more that the micro-USB port provides "power" than serves as an input. But I can't find any real documentation on this anywhere. Nor is it described anywhere on the manufacturer's site or in the user manual (https://www.digitus.info/en/products/video-and-audio/video-converter/da-70461/). But other questions about this product here on Digitec have also been answered to the effect that no additional power supply is needed.

The task of the Digitus Converter is to connect a monitor with VGA input (your Dell monitor) to a PC/laptop with HDMI output (your Aspire 5). This worked for me (with other devices). Whether this works with your Aspire 5 (which model exactly?) and your Dell monitor (which model exactly?) remains to be seen. Your Aspire 5 probably has HDMI 2.0, the Digitus is "compatible with HDMI 1.4a", it is to be hoped that the Aspire is also backwards compatible with HDMI 1.4a. The only thing that will help is to try it out, but at least it's worth a try - after the USB connection didn't work...
