I would generally say yes, the Oculus Link software should be available without the cable.
The community can't help you with this. You have to report this to Digitec, there is a link "Report incorrect data" in the specs.
I have already used it myself with a 90W power supply and it worked perfectly. It can deliver power and transfer data.
