No, it does not have a telephone function
No, unfortunately not. According to the manufacturer, only German is supported.
As far as I could find out: Neither. The item has no mobile phone standard because no sim card can be inserted / it does not connect to any smartphone. However, it can be connected to a PC with the enclosed micro-USB cable (for example to back up pictures and videos).

According to my information, it's in german.
No, it is in German.
It's not a language issue, it's a reading problem on your side. It states in the specifications that it's german, deutsch, allemand, tedesco. If it doesn't mention another language, it's very likely there isn't another language. How about it not beeing possible to change the language, well, ask VTech. Galaxus just sells the product, they don't produce/program it.
