No, there is not - only for a few functions with Siri. See excerpt from my review:

"Siri: I am a big fan of Siri, even though Alexa, for example, is now even a bit smarter. But I like the voice and the interactions with Siri best. In Switzerland, individual functions are still somewhat more limited in contrast to the USA. It is also important to know: You have to change the Siri language on your iPhone / iPad from German (Switzerland) to German (Germany). However, from my point of view, this has no disadvantages. This is the only way Siri can access your calendar, for example."

Otherwise, my Home Pod has been running without any problems for a few weeks now. Playing music, controlling my Philips Hue's, reading out the weather forecast, etc. all no problem. The plug is the same as is included with an iPhone in Switzerland, so no problem there either. Siri does not understand Swiss German.

Regarding sound quality, I agree with the comment above. The sound is very decent for its size, but not to be compared with a Sonos. However, it lacks the "smart features". Besides the fact that it is much, much bigger (both Move and One).

Can't imagine any restrictions or problems in Switzerland. 230V mains voltage and the same plugs as in Germany should be standard. However, I can't answer whether the Homepod Mini understands German via Siri. But when it comes to sound quality, I would rather recommend the big brother HomePod... or even a tad better: Sonos move, which is still a bit more expensive than the Homepod, but you don't buy such a device every day...
