Yes, that works. You can switch on the headphones, activate ANC and connect the headphones to a mobile phone, laptop etc. via cable. Bluetooth is automatically activated when the headphones are switched on, but they do not necessarily have to be paired with a device.
The headphones can of course also be used without switching them on, then simply without ANC and Bluetooth, but only via cable.
