The USB is, as its name suggests, a connection for data transfer. It CAN also be used for power supply (in both directions), but this is a secondary function. Configuring a USB port only as a power supply would be a misuse.

Now to your question: on my Lenovo Yoga, I can connect the charging cable to the same USB 3 port, read and write to a memory stick, and also connect to the network with the adapter. On my Samsung tablet, I only have a single USB 3 port, and this is used for both the charging cable and the various USB functions, including network connection via adapter. I think your Lenovo tablet should work equally well with the adapter.

USB-C is a standardised connection. I think it should always do what it was designed for. But I don't know the tablet, so I can't say for sure. If it runs on Windows, I would expect it to work.
