I am running a Surface Laptop Studio with a Surface Thunderbolt 4 dock on a Centro Business 3.0 router (10 GB fibre optic) and am measuring 250 Gbit/s download (too low) and 2.5 Gbit/s upload (ok). Where is the error?

Check the cable connections and make sure that they are all firmly connected. Update the firmware of your router and the drivers of your Surface Thunderbolt 4 Dock. I hope this helps! 😊
