It sounds very short and is certainly not normal. 1.
1. have you tried it in a different environment, maybe there is an interference signal where you are?
2. try connecting without the dongle - most laptops have Bluetooth built in anyway.

If all this does not lead to an improvement, I would also consider this to be a malfunction.
