If I plug it into the dvi socket of a standalone monitor with no pc and no speakers by connecting the hdmi to my appletv and the converter jack to external speakers, will I get sound?

This cable should be seen as a combination of two separate cables:
HDMI - DVI
3.5 mm Jack - 3.5 mm Jack

This means that you won't get sound through the speaker, as the plug from the HDMI part would also have to be plugged into a 3.5mm slot on the Apple TV, which doesn't have one. There is no conversion of the digital signal from the HDMI part to an analogue signal for the speaker socket.
