Is a "charger" included or do you have to buy it separately?

No, there is no charger included in the scope of delivery!
I also bought a separate one, with approx. 100 watts connected to the dock via the USB-C port.

There is no mains/charging cable included. You use the charging cable of the laptop.
I can only endorse the fully good part.
