No. It isn't. You need a thunderbolt 4 dock.

Unfortunately, I can't recommend them without reservation. I have several in use and they all cause strange problems. Screens flicker, jabra headsets only work if you connect them directly to the laptop despite the dock, there are always USB failures on the dock... Really annoying. I wait practically every day for a working firmware for these things....
