Is the action cam worthwhile for recording cars with sound, is the cam suitable for tik tok portrait format, for example, and will it still be worthwhile in 2024 or should I go for the successor? And which micro SD card should I buy?

I would go for the new one!
Portrait format for TicToc is probably not possible.
You would have to read the manual for that.

That's right, it really is a good camera. However, I would recommend version 3 today because of the larger display. In my opinion, the small display is not useful for settings and image composition. I always use the Mimo app for this. But I could imagine that if you have a fixed angle in the car (car reviews), this version is tip-top.
