That seems rather impossible to me. This is because a driver must be installed to operate this interface. And this is only loaded with the booting. Thus, the Ethernet interface does not exist before booting.

I would send a wake on lan to the MAC address... I don't think it will work because it is a USB device, as has been argued above. Is it to be used for a notebook? Then rather try a full docking that has its own power supply?
