Unfortunately I can't get 2k with two monitors with this thing, whereas the dock should support 2x4k? I have an HP Spectre x360 with Thunderbolt 3.

Do you have the right HDMI cables?
It would be important that the cables have a performance of 18gb/s or at least 10.2gb/s (1.4b).
