The Konrad Adenauer Foundation has been involved in the discussion on labor market and social system reforms for years. High unemployment remains a societal scandal that must not be accepted, despite the current economic recovery. However, neither activism nor defeatism will lead to progress; rather, it is the intensive search for appropriate solutions that is needed. In the summer of 2006, Dieter Althaus proposed a tax and social policy system change with the concept of a solidarity citizen's income. The solidarity citizen's income is intended to be a response to the profound economic and social difficulties, which can no longer be resolved through moderate system changes. The conceptual approach of the citizen's income is strikingly simple and therefore raises critical questions. The Konrad Adenauer Foundation has taken on these questions and analyzed them with the help of experts.
