Since the beginning, Switzerland has been extremely skeptical of European integration and supranational organizations. After realizing that a principled isolation was not an alternative to EU membership, Switzerland changed its foreign policy strategy in favor of small steps towards integration. Particularly since the rejection of the European Economic Area in 1992, Switzerland has been trying to integrate into the European Union through sectoral, bilateral means; a form of integration that is rather atypical compared to other (former) non-EU member states. This sectoral, bilateral form of integration goes so far that some authors conclude that Switzerland, as an outsider, has learned to behave like an insider. Whether and to what extent Switzerland is currently integrating into the EU is examined in this book through two case studies: the common agricultural agreements and the Schengen Association Agreement. The focus of the investigation is on both the depth and breadth of integration as well as decision-making processes.
