Europe is drawing its borders through Africa. Migration control has become a matter of utmost domestic political importance in the EU. Therefore, it is intensively building its relationships with governments on the African continent, which are expected to prevent their citizens from reaching Europe. The EU offers military and economic aid amounting to billions for this purpose. It collaborates with regimes that commit serious human rights violations and trains their police and armies. Freedom of movement in Africa is being restricted, and development aid is being repurposed and conditioned: those who stop migrants receive financial compensation.
