Judith von Heusinger examines cultural conflicts in development cooperation from a social science perspective, using Cambodia and Kyrgyzstan as examples. She analyzes these conflicts from the viewpoint of development experts as rationalized others and the resulting conflict structure. Using the policy area of reproductive health as an example, she illustrates the contentious localization process of global normative concepts through development policy measures and the cultural conflicts triggered in these two countries.
