The public service is often claimed to be a role model in continuing education. However, upon closer inspection, this assessment proves to be hasty. Based on extensive empirical research, Bahnmüller and Hoppe present a nuanced picture of how continuing education is actually organized in municipal and district administrations, highlighting both strengths and areas for improvement. While personnel managers and staff councils have little to criticize regarding the offerings, planning processes, transparency aspects, and educational controlling are under scrutiny. The qualification regulations in the public service collective agreement, in effect since 2005, have focused on these deficits. As the authors demonstrate, however, implementation activities have been limited to a minority of administrations, and the effects have thus far been minimal. Suggestions for enhancing the effectiveness of such qualitative collective agreements conclude the presentation.
