Can be set from level 1 to 16. The lowest level 1 is (in my opinion) very quiet, you have to listen carefully.

We never use it to go to sleep, i.e. we can't say whether the lowest level would be quiet or too loud

Yes, you can turn the radio down. I wake myself up at level 6, which is not loud.
The display light can also be dimmed very well so that it doesn't disturb me when my eyes are closed.
I'm really happy with the radio alarm clock.
