What does diameter mean in concrete terms? Does it mean the opening or the bottom? I would like to know the diameter of the base. Explicitly the contact surface.

Bottom 16cm/top 20cm/inside height 10cm. Bottom is made of enamel.

The diameter refers to the upper rim so that the lids with the diameter specification fit. The diameter of the support surface is 16.5 cm. After that, there is already a slight increase in the diameter to 18.5 cm.
