Going downhill, we quickly exceed 25 km, so we have to brake instead, and going uphill, we rarely reach 21 km, so the problem is solved.

I can manage just under 15km when I'm going really well. So 21km is hardly possible and 25km certainly not (my personal experience and opinion!)
