Is the scooter not allowed on the roads only because of its speed? Does it have everything else (brakes on both wheels, bell, lights, etc...)? Can it still be used in practice with a weight of 100 kg?

Hoi, no, not only because of the speed. The scooter only has one brake for the rear wheel. The second brake for the front wheel is missing for road approval.
I am 70kg and need the scooter every day, great for me.
