Can I also operate Hue Outdoor Lightstrips with the basic power supply? I would like to operate 2 Lilys and two Lightstrips with the basic power supply unit.

You mean with the Hue Bridge? Yes, one Hue Bridge is enough for all lamps if they are at a normal distance from each other, because the lamps also pass on the signal.
