It is spring 1942 and the world is at war. Five great powers are fighting for supremacy: Germany and Japan are allied against the large coalition of Great Britain, the Soviet Union, and the United States.

The game is designed for 2–5 players and takes place in 1942, the historical peak of the Axis powers' expansion. Under the control of one of the Axis or Allied powers, players command both their country's military forces and war economy, with the ability to plan attacks, march troops into contested areas, and resolve conflicts.
