As far as I can see, the scale needs Wi-Fi to upload the data to your Fitbit account. This is not done without a suitable Wi-Fi network. I have never tested whether it only works via BlueTooth. For me, it works perfectly via WLAN (Ubiquity offers great WLAN products ;-)).

The Aria and the Charge both send the data to the smartphone and the app combines both data and shows you everything. You can also use only the Aria or only the Charge.
The devices are NOT dependent on each other.
