yes, but the riser cable with the connector on it must be purchased separately. the spacer and fastener for it are included, however.
I have a 2080TI in this case and it still has plenty of free space (length, width and depth should not be a problem). I don't see any reason why a 4090 wouldn't fit.

I have also worked with the Arctic LF II. Top should only get in the way if the mainboard has thick structures. But I didn't try it because I wanted the Radi as the Intake from the start. I actually wanted to do side-intake. Unfortunately, this is not possible with the Arctic, unless you leave out the cover at the bottom front. Unfortunately, this looks relatively modest on the one hand and on the other hand it might not be very conducive to the airflow. It's about 2-3 millimetres that the Arctic is too thick. But the front intake is not a problem. The hoses downwards also work this way, but they do bump minimally against the bottom, but it's bearable. I have it mounted as a push, pull would give the hoses even more space but hm, I just found it somehow more chic that way. I then have the classic side intake and top and rear exhausts. Yes, unfortunately the pre-installed fans are not available as an option from Corsair. However, I replaced these fans in my case anyway, as I equipped everything with RGB. Accordingly, I decided on the Corsair SP120 RGB Elite (Corsair SP120 RGB Elite (120 mm, 1 x)).
That should fit, because the graphics card is in front of it. I have a different case (Corsair 275R) but also other cards behind the graphics card.
NZXT Kraken Z73 (2.70cm) I use the nzxt in this case for performance reasons as it cools really great (ryzen 7 3700x). I have equipped it with white corsair rgb fans and it looks great 🤙
According to research, the case should have the pre-installation for the motherboard. Thus, it should work with the ASUS ROG STRIX B550-F GAMING WI-FI.
Unfortunately, we can't answer this question, because we couldn't try it out in such a form. But I'll be happy to post it in the community, maybe a user can help you. :)
Basically, all components are packed and delivered individually when you assemble a PC yourself. If everything is in stock, you will probably receive a large box containing all the components individually. I see a robo in your profile picture (if that's the one you mean).
