Yes, I've had the mouse for months and it runs perfectly under Win 10. However, I use the USB Bluetooth dongle supplied and have no experience of using the Bluetooth directly from the PC.

There is no technical difference between those products. The version with "Refresh" in the name is the upgraded version, so it might be that, for example, the packaging is multilingual.
