Have you tried adjusting the microphone settings on the ps4 system or directly in the game?

The quickest way to recognise this is by the charging port, as the new Razer BlackShark V2 Pro uses USB-C, whereas the previous generation still used micro USB. The model here still has Micro-USB
Under Windows, regardless of whether it's 10 or 11, it works for me without a problem. Plug it in, switch it on and go. It's hard to say from a distance why it doesn't work for you.
I would test the USB adapter on another PC/laptop. If it does not work there either, it may be defective.

Yes, the settings should be saved so that you can apply them to your PS4.

UPDATE: Razer support confirmed that it's not the expected behavior and the device is faulty.
