According to Thermalright's website, the CPU cooler comes with mounting material for socket AM4 ex works. Is this also the case with this one, or is it still an old stock WITHOUT AM4 mounting material?

I think it's quite possible that you'll get a fan without an AM4 compatible socket (i.e. if you get a model that shipped before March). In this case, it should be possible to order a free upgrade kit directly from Thermalright. I did this about a month ago with my 6-month-old fan (costs 3 euros shipping) and received the parts in the mail after about 10 days.
