Are the HDD cages that offer 3.5 inch space decoupled? I can't find any information on this anywhere.

If you mean can they be removed then yes, I have mine completely out as I don't use any.
They also have dampers as far as I can see (rubber). Otherwise you can see them quite well in the picture from the rear, both the one at the bottom and the two on the side.
