It is not USB 3.0 or 3.1 compatible and cannot be used to put a Mac Book in target mode. Apple also states on the support pages that no USB-C 3.0 or 3.1 cable is currently available from them (https://support.apple.com/en-us...).

This cable uses USB-C connectors on both sides but only supports USB 2 communication - so it doesn't work when connecting a device that insists on USB 3.1 generation 2 performance. For example I experienced this effect when plugging an Elgato HD60+ into my new MacBook Pro - I had to buy my own USB 3.0 generation 2 cable.
