Can a notebook (HP, charger 65W) be charged directly with this docking? Can there be an overvoltage (130W)?

No, it can't. If your HP notebook is charged via USB-C, it works. The notebook tells the power supply what voltage it needs. If the two can't agree, a standard USB 5V is supplied; at 3A max. Nothing can happen to the notebook.
