Can I use this docking station to charge the HP notebook connected via USB-C? And does the delivery include a power supply for the docking station?

The docking station has a power supply unit, the laptop can be charged via the docking station, but: the power is not sufficient for fast charging of newer laptops. However, it is fine for normal usage times.

Yes, the docking station comes with a power supply unit and charges the connected notebook via USB-C. Provided the notebook supports USB-C charging.
