My guess is no. The charging standard is Huawei proprietary (SuperCharger), it does not use USB PowerDelivery.
Smartphones might just be able to be charged using the normal USB 2/3 standard (maybe max 2A at 5V), but that's not enough for laptops anywhere.
I would get a manufacturer-specific charger if I were you.

Unfortunately, I can't say for sure, because the USB ports on Huawei are USB C - type. I can't charge my Samsung devices with it, I think it should also not work for Dell devices. Also, I saw that your Dell laptop only has USB 3.1...? so the cable and plug should be compatible with that port. Also, it is questionable whether your Dell supports Super Charge.
