Yes.
- Connect cable to mobile and PC
- In the mobile Settings / Connections / Mobile hotspot and tethering / USB tethering slider on
- On the PC, change the icon at the bottom right of the taskbar to a small monitor with cable (instead of WLAN antenna)
- Internet is now established on the PC via the mobile phone
