Does the card reader come with a USB C cable? If so, can it be connected directly to a smartphone to import photos?

According to our information, a suitable USB C cable is included. Officially, the card reader only supports devices with the Windows or macOS operating systems.
According to SanDisk, the device comes with a cable with a USB 3.0 Type USB-A connector... so not USB-C, see manufacturer:
