The Tapo C100 home security camera from TP-Link can be set so that it only records when motion is detected. This is made possible by the Motion Detection and Notifications function. You can also set customised activity zones to only detect and be notified of motion in specific areas.

However, it is not possible to configure the camera to record 30 seconds before the movement, during the movement and 30 seconds after the movement. The camera starts recording as soon as motion is detected and saves the corresponding video clips.
