Hello I have a question... I bought this processor but it only clocks up to 3.60 GHz although it goes up to 4.90 GHz. Does anyone know what the problem could be?

Have you changed the power supply in the BIOS of your MB? (Overclocking)
However, "overclocking" requires a suitable MB and very good CPU cooling.

Noel212: If you screw around with the CPU voltage without knowing what you are doing, i.e. without increasing the voltage in very small steps, etc., then you can roast your CPU. Then you can roast your CPU, after which it is ruined. Unless the most modern CPUs are better protected against this. But I wouldn't rely on that.
