Hi, I have an HP Spectre x360 14-eu0780nz laptop that supports Thunderbolt 4 but does not have an HDMI port. Can I connect my laptop to the TV with this cable (Laptop Thunderbolt 4/USB-C --> TV HDMI input ? Thank you for your help

1. Thunderbolt 4 supports DisplayPort Alt Mode:
The Thunderbolt 4 port on your HP Spectre x360 supports image transfer via the so-called DisplayPort Alt Mode, which is necessary for output to HDMI or other displays.
2. use the right cable:
You will need an active USB-C to HDMI cable or an adapter that converts DisplayPort signals from USB-C to HDMI. There are also direct USB-C to HDMI cables that make this possible. Make sure that the cable/adapter supports 4K@60Hz if you want to transfer high resolutions.
3. note the HDMI version of the TV:
