I have a not so new HP Pavilion x2 Detachable Laptop with USB A port. Can I put a Mobility Radeon HD3650 in it and just use a USB A/C adapter to connect it to the laptop?

You need a Thunderbolt connection. USB (before version 4) does not support external graphics cards. An adapter will not help you. In other words, you can put an "Nvidia RTX" sticker on your laptop but it won't make your graphics card any faster.
